About Kuwait for expats

Kuwait has no personal income tax for individuals, whether national or expat. There is no income tax, no capital gains tax, and no VAT. Kuwait is one of the few remaining Gulf states that has not introduced value-added tax, which keeps everyday costs lower than in the UAE or Saudi Arabia.

Kuwaiti nationals contribute to the Public Institution for Social Security (PIFSS) at tiered rates, but expat employees are fully exempt from social security contributions. The only deduction from an expat salary is an optional end-of-service indemnity calculation, which is paid by the employer upon contract completion rather than deducted monthly.

The cost of living in Kuwait is lower than in Dubai or Doha, though housing costs have risen in recent years. Kuwait City has fewer international lifestyle amenities than Dubai, and the entertainment and dining scene is more limited. Alcohol is prohibited. Many expats describe Kuwait as a “savings destination” rather than a lifestyle one, with the combination of zero tax and moderate costs allowing high savings rates.

The Kuwaiti dinar (KWD) is the highest-valued currency unit in the world and is pegged to a basket of currencies. This provides stability, though it can make Kuwait feel expensive when converting from weaker currencies.

Salary & income

The median expat professional salary in Kuwait is approximately KWD 14,400 per year (around KWD 1,200 per month). Oil and gas, engineering, construction, and healthcare are the primary employment sectors for expats. Senior roles in the energy sector can pay well above this median.

Kuwait's economy is heavily dependent on oil, which accounts for the majority of government revenue. The public sector is the largest employer of Kuwaiti nationals, while the private sector employs the majority of expats. This creates a dual labour market with different pay scales and expectations.

Employment contracts in Kuwait typically include housing, transport, and annual return flights as standard. End-of-service indemnity (equivalent to 15 to 30 days of salary per year of service) provides a lump sum on departure, functioning as a form of deferred compensation.

Key things to know

Kuwait provides free public healthcare to citizens and subsidised care to residents, though the quality of public facilities varies. Most expats rely on private healthcare, which is of reasonable standard in Kuwait City. Employer-provided health insurance is standard for most professional roles. For complex medical procedures, many residents travel to neighbouring countries or further afield.

Expat workers require employer sponsorship for a work visa and residency permit. The kafala (sponsorship) system remains in place, meaning employees are tied to their sponsor employer. Changing jobs requires either employer consent or completion of a specific period on the existing contract. Labour law reforms have been discussed but progress has been slow. Always verify current requirements with the official Kuwaiti Ministry of Interior.

Kuwait's climate is extreme. Summers (June to September) regularly exceed 45°C and can reach 50°C, making it one of the hottest inhabited places on earth. Sandstorms are common in spring. Winters are short and mild (8 to 18°C), with occasional rain. Outdoor life is effectively limited to the cooler months.
